The Chinese Exclusion Act was a way to exclude any Chinese Immigrant from coming to America. It was signed/developed by the President at the time Chester Arthur. This law was passed because during the 1850's the Gold Rush sent waves of Chinese Immigrants to America, and it diden't really stand fit with the president. He passed this law so the immigrants that already came to America coulden't go back to China, and family memebers coulden't meet back with the rest of their family it America.
